Is the Chief Constable of Strathclyde an idiot?

Really after watching this man at the Scottish Parliament this week claiming how his force needed new powers and then the next day to be roundly condemed by everyone associated with Scottish football and the media. It begs the question, did mr House actually talk to anyone about how the problem of sectarianism in the West of Scotland can be eradicated before he made his fatally flawed push for sainthood.
